Not sure about the term Webb 24 x 2 . Are  you   referring to the original belt driven Webb 24 ?

When the machine is running in a straight line they should both turn at the same speed. On the outer end of each roller there is a "tin can" inside which are two pawls fixed to the roller and held into contact with a ratchet wheel keyed to the roller shaft by two flat metal "hairpin" springs. My guess is that these springs have fatigued and broken and are no longer holding the pawls into contact with the ratchet wheels so that the drive is no longer being transmitted to the roller. However if you are lucky the springs may be OK but just stuck with dried out grease.

These springs have been obsolete for a long while and you will be lucky to find any but you may be able to fashion them from a piece of starter recoil spring. The other option would be to jam the pawls against the ratchet but this will do away with the differential action which allows the rollers to travel at different speeds when the machine is turned  - thus avoiding scuffing.

The later chain driven machine had an enclosed differential between the two rear roller sections. I cannot recall ever having to work on one of those rear rollers and the absence of a broken down illustration in the parts book suggests that it was only available as a complete assembly.
