Recoil starter missing driving pin? Suffolk Super Punch 17"

Hello, hopefully somebody can help me. I'm new to lawn mower renovation and up until this point been doing quite well drawing on my limited small engine knowledge from 40 years ago when i used to take apart my Yamaha FS1E and RD200/250 bikes.

I keep thinking I've missed something here, that I'm missing a part or the like. I've been careful and taken photos of everything i've removed.

Here's the thing - The recoil starter/ratchet pulley doesn't marry up close enough to the driving pin on the pawl hub assembly. So, when i pull the cord, the driving pin doesn't lock into position and turn the pawl hub/magneto etc...

Be darned if i can work out why this has changed since i disassembled it (this was to fix the recoil spring that had unsprung) .

Can somebody please put me out of my misery please? Photos attached.

Was the starter engaging and starting the engine  until the recoil spring let go?

Is the removal of the recoil starter unit the only dismantling that you have done?

If you have removed and refitted  the engine cowling , slacken the two nuts on the extended head studs and the three hex head screws around the flywheel side and push the cowling inwards to move it  and the starter towards  the flywheel. Then re-tighten.

Thankyou Wristpin,  I'll try moving the cowling towards the flywheel, although on closer examination, it look s like this has been an issue as the softer aluminium ratchet pulley has been worn away by the steel driving pin.
