Hello and welcome to the Old Lawnmower Club, re the damage to the wheel of your Folbate mower I would suggest that so long as it is only the outer rim that is chipped it will be fine left as it is. The wheel is original to the mower and the chipped rim could be considered as part of the mowers history also.
As far as restoring it goes yes it is worth saving although many were made the numbers still in existence must be declining over the years. How far you go with the restoration is your personal choice, some folk are firm believers in strip and paint and the results can be really good others will say (me included) that if there is still a fair degree of the original paint left on the mower then a good clean and wipe over with WD40 or a similar product will be perfectly fine.
