Atco standard handles

I am restoring a  1927 atco standard. One of the handles has started to rot  and am planning to turn a replacement on a lathe .The puzzle  I have is with the metal shaft.It looks.like it's been riveted over a washer to hold the wooden handle  in place. Has any one replaced one these handles and kind enough to give some guidance  as to how this can be restored.
