Suffolk Super Punch 17" Restoration advice

Good afternoon, I am wondering if you might be able to help me with regards to restoration of this wonderful machine. It is my first attempt . 

For a number of years I have been tinkering about with this old Suffolk Super Punch 17 ( I think it is, pictures attached ). I would be interested if anyone could help me with dating the machine or any history you might be able to throw my way

It worked a treat when I bought it if not a bit throaty sounding as I think it was described to me. It was very loud but cut and worked quite satisfactorily. I bought it from a farm local to the Shropshire area and the man i bought it off had quite a few of them . this was pre lock down so that gives you an idea how long I have been trying! 

I thought I could take it apart which I did and I have successfully bought numerous replacement parts for it including , all new gaskets, new exhaust pipe and cowl and new pull start unit off ebay.  I have cleaned all the internal and external parts of the engine and thoroughly pleased with myself I got to the point of starting it up and it does not work. 

I think in all honesty I have reached the limit of my knowledge and I think what the problem is now is setting the mower up to have the correct fuel / air mixture or even getting it to pull fuel through the carburettor to ignition. So i have admitted defeat and had to call in the help of a professional and have taken it to a local lawnmower repair shop who said it might be something to do with timing issue. I wonder if anyone has any expanded knowledge on what this means. 

I have attached some pictures so you can see my attempts (or have a good laugh) and if anyone has any advice for a complete novice who was and still is obsessed by lawnmowers from a very early age.  I would also be interested in what to do next once it is running. How do people go about painting them and what is the process?
