Pin or Lug Screw?

Hello, 

I am struggling to remove the pins / lug screws that are holding the front wheels of a Wolseley standard 27 on to the height adjuster bar. 

There are 2 pins/lugs on the top and bottom of the tube for each wheel and I think they are a single piece as I can pass a piece of thin wire from to bottom of one of them. But through 50+ years of use the head (if there was one) has worn away, so this leads me to think they are pins.. 

I am tempted to press/hammer them out but do not want to cause damage if they are threaded. 

Any thoughts and comments welcomed.
