Can someone put me right on this subject. My Suffolk Super Punch Should the blades rotate when the hand clutch is disengaged? If the answer is no does the centrifugal cluth brake need adjusting.

Was it ok last season and has the problem just become apparent after the winter lay-up? If so, quite possible that the centrifugal clutch shoes are seized on their pivots.

Hello and welcome to the Old Lawnmower Club.
Re your question the clutch lever that I believe you are referring to acts on the rear roller drive belt. By tensioning this belt drive is taken from the cutting cylinder to the rear roller, the centrifugal clutch should be disengaged when the engine is idling. If the clutch does not disengage at idle this can be caused by a few problems that need investigation. Maybe the idle speed is set too fast or there could be a problem within the centrifugal clutch itself.
Here is a link to the owners manual for the mower that should help you.
