Could do with an image to identify which generation of clutch lever or Operator Presence Control you have but if yours is just a left hand chromed metal lever with a small locking trigger , it should automatically engage when the lever is squeezed up to the handle bar.
If that is what you have there was no provision for repair , or replacement spring available . Most operators developed the trick of flicking the trigger into engagement. As far as I know, suitable replacement levers are still available from a couple of the after market suppliers.
