Dellorto FHC 20 13A carb adjustment specs
Have Aspera Tecumseh, rebuilt carb with parts from The Carburetor Shop in the Netherlands. ( great people to deal with). Strong spark, fresh gas. No gas on plug after pulling a few times. All connections are tight. Maybe carb adjustment screws are off. Any ideas would be greatly appreciated. Thank you.

Yes, as already said, metal screw head on top of fuel tank filler cap if unscrewed allows fuel to flow by admitting air.
Some of these earlier engines used a primer bulb too, in place of a choke.
Attempting to cure a carb. 'fault' by twiddling screw settings in and out very rarely helps, it's better to find fault first. When I disassemble a carb. to clean it, I always screw the adjuster screws inwards, counting the full and part turns, then write them down, you can make a small scratch mark on a place near to screw then count the turns in via that and one end of 'driver slot. Many Japanese carbs now have Philips screws on the tickover butterfly top end, the screws very often have a very tiny punch mark too, which helps a lot when removing the black plastic plug that covers the tickover jet gallery.
I've see folk on YouTube undoing these screws then trying to find the setting again after, not my way of doing it. HTH.

Slack off the fuel cap
Slack off the fuel cap slightly in case you are trying to draw fuel through a sealed system?
