Atco bearing removal

Evening,

Looking for some advice on the removal of my cutting cylinder bearings... as you can see they are in quite a poor state. I am struggling to remove them to replace, any hints? I assume just penetrating liquid of some kind is my only option? Or attacking with drill/multitool/anything I can get my hands on? Actually will a bit of heat help?
