should my ATCO Light have a chain tensioner please,all the illustrations that I’ve seen of similar models have one but as far as I can tell there is no provision for one

Yes, that is odd. What size cut is that one?

Or, if the ID plate is still present what does it say?

If it is like every Atco I have seen, the spindle for the large sprocket in the centre will be in a slot, slacken it and slide it to tension the chains. If the chains are still slack (note: don't get them to tight), they probably need replacing.

Moving the intermediate sprocket will indeed adjust the intermediate and final drive chains, but that  primary chain (the one from the top shaft to the cutting cylinder) already looks a bit tight and adjusting the cylinder to the bottom blade will tighten it further - as will sharpening the cylinder and refacing the bottom blade - so you may need to add an extra pitch by the addition of a cranked “ half link”.
