Atco b24 all or nothing throttle

My Atco B 24 with a tecumseh carburettor, starts well and idle is a little quickly which I can live with. The main problem I am having is that a tiny movement of the throttle lever sends the engine racing forward almost to overrevving. There seems to be very little point in having the lever like it used to be, where I could gradually increase the revs. Now a tiny touch and that’s it, Full throttle. Can anybody help me here?

This one does sound like a governor problem, have you checked the linkage at engine and carb end too at all?

Did this issue suddenly occur or does it follow some maintenance or dismantling operation ?
